Deep-dive articles

Key Takeaways

  • ARPA + IRA capped Marketplace premiums at 8.5% of income through 2025 — no income cap for subsidy eligibility
  • Without an extension, the 400% FPL cliff returns in 2026: at $1 over the threshold, subsidy drops to zero
  • Cost-sharing reductions (CSR) lower deductibles + copays for Silver plans under 250% FPL
  • Employer-offered "affordable" coverage (under ~9.12% of income) usually disqualifies you
  • Income just under the cliff threshold can save thousands vs. just over — model both scenarios

How the Premium Tax Credit Works

The PTC equals (benchmark Silver plan cost) minus (your applicable % of income). The applicable % rises with income on a sliding scale. Pick a cheaper Bronze plan and you may pay $0 net premium.

The Cliff Risk in 2026

Under pre-ARPA rules, earning $1 above 400% FPL meant losing the entire subsidy. For a 60-year-old couple earning $82K vs $80K, that's the difference between paying ~$680/mo and paying full price ~$2,000/mo. Manage MAGI carefully near the threshold.

HSA Strategy

An HSA-eligible high-deductible plan (HDHP) lets you triple-tax-shelter $4,300 (single) / $8,550 (family) in 2026. Combined with a low premium plan, total cost can beat richer plans for healthy households.

Households between 100-400% of FPL (and through 2025, above 400% under ARPA), without affordable employer coverage and not eligible for Medicare/Medicaid.

Pre-ARPA, earning above 400% FPL meant zero subsidy — a sharp cliff. ARPA capped premiums at 8.5% of income through 2025. The cliff returns in 2026 unless Congress extends.

CSR lowers your deductible, copays, and out-of-pocket max on Silver-tier plans. Available under 250% FPL when you enroll in a Silver Marketplace plan.

Generally no — if employer coverage is 'affordable' (under ~9.12% of income) and meets minimum value, you can't get a Marketplace subsidy. Dependents may still qualify after the family-glitch fix.

ACA MAGI = AGI + tax-exempt interest + non-taxable Social Security + foreign earned income excluded from tax. Different from Medicare IRMAA MAGI.

If you're healthy and want triple-tax-sheltered savings, yes. HSA limits for 2026 are roughly $4,300 single / $8,550 family. Pair with a Bronze HDHP to minimize premium.

Subsidy = Benchmark Silver Premium − (Income × Applicable %)

Applicable % rises with income on a sliding scale. ARPA caps at 8.5% of MAGI through 2025. Post-cliff (2026 if not extended) hits 9.86% then drops to zero above 400% FPL.

2025 FPL (48 states): $15,650 base + $5,500 per additional household member.
